I am African American and I have been experiencing dry. flaky, itchy , dull skin on my face only, what is it?

I live in a humid climate ( louisiana) and I use well water to bathe and cook with could that be the problem or an allergy. I usally have great skin, but this is becoming a problem. Also my skin burns all of the time. This is only affecting my face. I use cleansers that claim sensitvity, I use Eucerin calming cream, but nothing is helping and my doctor is a quack that told me that I probably have an allergy, but I would just have to live with it.

There are tests that you can take to find out what you may be allergic to, so press on even if you have to consult with another doctor.
