If they have scabby itchy skin, there's obviously some sort of skin irritation or allergy. You need to get this cleared up before you use any form of shampoo on your cats. Although the shampoo might not effect them at all, there is a very strong chance that you're going to make the irritation worse. Go to the vet and find out what's causing the itchiness to start with.

You can use any oatmeal based shampoo. The best thing to do is brush him out first, then wet him down. After applying the shampoo let it set for 5 minutes. Make sure you rinse really really well. If any shampoo is left on kitty it can make the itchy dry skin worse. If its a really severe case, you can use a tar based shampoo. Good luck!
